Thomas Lukaszuk, Alberta’s education minister, says he will end the province-wide elementary school achievement tests – or PATs as they are known – that have been written each year for decades by virtually all of the province’s Grade 3 and Grade 6 students.

While the education minister has stated that the PATs will be replaced with another form of assessment, he has vowed that any new tests will be designed so the results cannot be used to compare the academic performance of students at one school with those at another.

Comparisons “a misuse of data”?

Lukaszuk has decided that comparisons, such as those contained in the Fraser Institute’s Report Card on Alberta’s Elementary Schools, are “a misuse of the data.” Yet, it is precisely its comparison-making capacity that makes the Fraser Institute’s school report cards so popular with parents and improvement-oriented educators alike.

So why is it important for anyone to be able to compare schools?

Here’s an example: The principal at an elementary school and her primary grades teachers are developing a plan to improve their students’ academic performance and they want to get ideas on what to do and what achievable targets to set. The school serves the children of lower income families; almost half of the students are ESL (English as a second language) learners and somewhere between 10 per cent and 20 per cent of them have recognized special needs.

Using the interactive features on the Institute’s website, compareschoolrankings.org, the team can, in seconds, identify other schools in the province whose students have similar family and personal characteristics and yet have achieved generally better results over the past five years.

With that information in hand, the team can get practical ideas for improvement from their colleagues at the higher performing schools and perhaps adopt those schools’ actual results as achievable targets. Who benefits from these well-designed improvement plans? The students, of course.

But Lukaszuk says that’s a misuse of data and won’t be tolerated.

Here’s another example: Teaching teams can directly use the PAT results to the benefit of their students. The results show the team the specific areas of the curriculum that have been mastered by their students and areas in which the students fell short. This feedback can be used to focus improvement of the teaching team’s methods on the areas that need it the most.

It’s hard to see how improving teaching effectiveness can be considered a misuse of the PAT data.

There are many other ways that educators, parents, researchers, and school board and ministry officials can use the PAT data and the Institute’s report cards to help provide a better education to Alberta’s children.

Indeed, with all the positive contributions the PATs can make to the future of the province, why is the government committed to getting rid of them?

The arguments offered by the minister and Premier Alison Redford for eliminating the tests should receive a failing grade. Lukaszuk’s only argument for ditching the tests is that the Fraser Institute uses the results to produce school performance reports. That’s it. Clearly the minister is not a fan of the Institute’s school report cards. But surely that is not reason enough to eliminate the testing and deny the children of Alberta the chance of a better education.

Premier Redford’s argument for eliminating the tests is just as weak. The premier reportedly claimed the tests should be stopped because they are too stressful for kids. She has never said why these particular tests are any more stressful than any of the other dozens of tests that elementary students write each school year.

Alberta’s successful track jeopardized

According to international testing, Alberta ranks among the most successful education systems in the world in terms of the level of skills among 15-year-olds in reading, mathematics, and science. The PATs have been an important part of the Alberta educational success story for more than two decades.

If Lukaszuk and Redford want to ensure that the province offers even better learning opportunities to all its children year after year, they should champion the PATs, not eliminate them. After all, such testing provides the measurements upon which effective improvement plans are based.

PURPOSE: Practice using capitals letters

LEVEL: Elementary / Lower Intermediate

DESCRIPTION:

This worksheet is designed for beginner learners who work on basic writing skills. The exercises offered by the handout allow for teaching and learning using capital letters for punctuating sentences as well as for proper names, such as names of people, countries and cities. The resource can be used to support ESL / EFL lessons based around personal details and / or writing a simple letter.

The first activity offers to read a simple letter to a pen-friend. At this point the teacher might want to recap / introduce a basic letter layout. The learners are supposed to identify that only lower-case letters are used throughout the letter, which is wrong.

The second activity requires to provide answers on the use of capital letters. This could be either a whole group mind-storming activity or a small group discussion followed by the whole group feedback. To reinforce the knowledge and to make notes, the learners are asked to complete a table with the examples from the texts, which would serve as illustration of the target categories of proper names where a capital letter must be used.

The third activity offers a simple writing task, which includes a basic proofreading exercise. To complete the task, the learners should read the letter in order to identify all the errors in the use of capital letter (these can be underlined, circled or highlighted). Next, the learners are to write down / copy the letter using capital letters appropriately. As an extension task, more confident students may write a letter of their own following the pattern. This could be either a letter to their own pen-friends or a reply to the Alisha’s letter.

Sunday, January 8, 2012, all 5,153 National Board CertifiedTeachers in Illinois were informed that the State Legislature cutall funding for their annual stipends.

The message they received stated, Public Act 097-0607 haseliminated the Illinois Teaching Excellence Program (ITEP) annualstipend for Illinois “Master certificate holders”.

This translates into a $3000 annual pay cut for each of theseteachers, and, for those nearing retirement, a pay cut for the restof their lives. Moreover, this act removes a significant incentivefor future teachers to undergo the rigorous training needed forNational Board Certification.

The NBCT program has been widely studied and applauded for all ithas accomplished. All data testify that National Board CertifiedTeachers are among the finest in the State and Nation; they are thebest of the best; they are the teachers you and I want for ourchildren.

Thus the economic impact of National Board Certified Teachers tothe State is enormous. The positive effects National BoardCertified Teachers have on K-12 education, families, and economics,and on the entire educational enterprise of the State is trulyexceptional.

Given the proven value and achievements of the NBCT program and itscontinued promise to enhance the lives and economy of the people ofIllinois, it appears that the decision to cut support for NationalBoard Certified Teachers in Illinois was seriously misinformed andmust be corrected.

State funding for Illinois’ teachers who have achieved this levelof expertise must be restored, both as a tangible acknowledgementof our value of excellence in public education and for all thechildren and families that will continue to benefit.

Moreover, it is a proven excellent investment for the people andeconomy of Illinois.

I urge you to contact Governor Pat Quinn, your State Senator andRepresentative, The Illinois Board of Education, regional and localschool superintendents, and your local school board to enlist theirsupport for fully funding the National Board Certified Teachers ofIllinois. Yes, the State’s economy needs fixing, but not at theexpense of the education of our children and the economic future ofthe State.

If Illinois has funds to placate industries, bolster the bottomlines of corporations, and spend billions of dollars oninfrastructure, it must also have the resources to invest in ourfuture, in the education of our children.

Support for public education and the proven mechanisms of promotingexcellent education must be a priority, not just an election-yearslogan.

Less than four weeks after taking office, members of the new Fairfax County School Board appear likely to reinstate several English and social-studies honors courses in 2012-2013, reversing a policy championed by Superintendent Jack D. Dale and satisfying activists’ call for change.

A final vote will come at the board’s next public meeting Thursday.

If the board approves new honors courses, Fairfax high schools will offer five courses that have been a matter of debate for more than a year: English 11 Honors, World History II Honors, English 12 Honors, Government 12 Honors and U.S. History 11 Honors.

All five courses would be offered face-to-face if there is sufficient enrollment. Currently, two of the courses are offered online and the other three aren’t taught at all.

“There’s no reason we shouldn’t offer these courses,” board member Sandy Evans (Mason) said Monday during a work session devoted to the issue. A clear majority of her colleagues also expressed support for offering the additional classes beginning next fall.

Honors-level courses are a middle track between standard-level and college-level Advanced Placement and International Baccalaureate classes. The school system began phasing out some honors courses several years ago in an effort to encourage students — especially poor, black and Latino students — to choose the more rigorous courses.

That appears to have worked — the number of students taking AP and IB tests has risen, and so has the proportion of black, Latino and low-income students.

But eliminating honors courses provoked a firestorm of criticism from some parents who argued that it forced students — especially middle-of-the road students — to decide between two imperfect choices: standard-level courses that are too easy and college-level courses that are overly demanding.

The board elected in November — composed of six veterans and six newbies — has been more receptive to those concerns than its predecessors, who held a summer work session on the issue but took no action.

“We’re holding them to their campaign promises,” said Kate Van Dyck of the parent group Restore Honors Courses, who said she was “encouraged” by what she heard from board members Monday.

The issue was set to be considered in February, after students begin registering for fall classes — effectively putting off any changes until 2013-2014. But board member Dan Storck (Mt. Vernon) maneuvered to speed up that timeline, introducing an unscheduled motion at the board’s Jan. 12 meeting to talk about the issue Monday and vote this week.

Peter Noonan, assistant superintendent for instruction, said the new honors courses would be a blend of standard-level and AP curricula. Several board members said in addition to introducing the honors classes this fall, they also want the board to take a longer-term and deeper look at overall high school offerings.

“The goal is reinvigorating the curriculum with something new — to me this is the prize, looking at the curriculum throughout our school system for the next decade,” said Ted Velkoff (At Large). “We’re missing something if we don’t treat this as an opportunity to start heading down that path.”

The strongest opponent of the change was veteran board member Kathy Smith (Sully), who said she was “disappointed” with the board’s apparent lean toward adding a third track. “You end up sorting kids,” she said.

The long debate over honors has been shot through with concerns that offering a three-tier system contributes to segregation of students not just by academic ability but also by race and class.

That tension was clear at Monday’s work session.

“We’re always going to need standard for kids who have a learning disability or English-language learners,” said new member Megan McLaughlin (Braddock), who advocated for honors before she joined the board.

“As a former [English-as-a-second-language] student, I’m offended to hear that ESOL students would be stuck in standard-level courses,” said board member Ilryong Moon (At Large), a native of Korea who knew little English when he came to the United States at age 17.

“I certainly wasn’t stuck in standard-level classes,” said Moon, who graduated from Harvard College and William and Mary’s law school.

McLaughlin later said she had meant to clarify her support for continuing to offer standard classes, and had not meant to imply that certain students would be consigned to those lower-level classes.

Eugene J. “EJ” Coleman III, a senior at Mount Vernon High who serves as the board’s student representative, said the vast majority of students want honors.

Adding that option won’t hold back black and Latino kids, he said.

“I go to a school where minorities are the majority. Since third grade, I’ve been one of the only black kids in my class,” he said.

“If minority students aren’t talking full IB or full AP classes, they’re not taking them. If you add honors — this gives them the option of pushing themselves and challenging themselves. If anything it helps close the achievement gap.”
